[문화외교] 대성석가사(부처님 탄생지의 한국절) 방문 (2008.12.23)

작년(2008년) 12월말에 처음으로 부처님 탄생지(네팔 룸비니)에 있는 한국절 '대성석가사'를 방문할 기회를 찾았다. 독실한 불교신자인 대사관 차석직원 양계화 참사관의 성화(?)에 못이겨 부임한 해를 넘기지 않고 방문을 하려다 보니 크리스마스에 절을 찾은 결과가 되었다. '대성석가사'는 한국정부의 예산지원없이(종교단체의 건축물이라서 정부지원 불가) 주지인 법신스님이 개인적으로 모금을 해서 짓고 있는데 규모가 엄청나서 곁에 있는 중국절(중국정부의 예산으로 건설)이 왜소해 보일 정도이다. 그 작은 체구로 이렇게 엄청난 일을 도모하시다니! 법신스님이야말로 통일신라때 불국사를 창건한 김대성에 견줄 만하다는 생각이 든다. (아래 둘째 사진의 배경에 보이는 건물은 본당(대웅전) 입구에 좌우로 서있는 날개 건물의 하나로서, 순례자들의 숙소로 쓰인다.)

[문화외교] 스포츠 협력 (골프 세트 기증식; 2009.11.14)

대한골프협회의 허광수 회장(아시아태평양 골프협의회 회장 겸임)이 네팔골프협회를 지원하기 위해 골프채 20세트를 보내 오면서 이를 네팔 측에 전달해 달라고 요청해 왔기에 2009.11.14일 골프채 전달식을 가졌다. 네팔골프협회의 Rana 회장은 Deuba 수상(전직)의 장인이자 Arzu Rana Deuba 제헌의회의원(여)의 친정아버지이다.
Arzu Rana Deuba 의원은 2012년에 제주도가 유치하고자 하는 세계자연보전총회(WCC; 10,000 여명 참가예정)의 개최장소를 결정하는 37명의 세계자연보전연맹(IUCN) 이사의 한 사람으로서, 한국에 대해 매우 호의적이다. (이 행사 2주일 후인 2009.11월말 외교부 본부로부터 "IUCN 이사회가 세계자연보전총회를 제주도에서 개최하기로 결정하였다"는 반가운 소식을 통보받았다. Deuba 의원, 감사합니다!!)

KATHMANDU: Capt Nima Lama won the Royal Nepal Golf Club (RNGC) Anniversary Cup Golf Tournament here at the RNGC today.

Played under Stableford 7/8 handicap format, Lama scored 35 points to claim the title. Maj M B Limbu ended up second with 32 points on count back after he was tied with Indra Thapa, who finished second runner-up.

DT Sherpa and Mithun Rai scored 34 points each to take the gross winner and runner-up awards respectively. Mithun Rai also won the men’s longest drive award on Hole No 13.

Sumitra Dayananda claimed the ladies section title after she scored 33 points while Shastika Shrestha earned 29 to win the runner-up award. Shastika also bagged the longest drive award on Hole No 13.

Pawitra Yakthumba scored 28 points to finish third in the ladies section. Pawitra also clinched the closest to the pin award on Hole No 15.

Maj NK Rai triumphed in the senior section with 32 points while KG Shrestha came second with 30 points on count back. KJ Baral

was declared the Octogenarian winner. Jong Yoon Jeon took the guests section award with 35 points.

Neeraj SJB Rana scored most birdies while Shree Jay Acharya won the closest to the pin award on Hole No 15.

Krishna Chandra Acharya was adjudged the most hard-working golfer. South Korean Ambassador to Nepal Hong Sung Mog and President of the Nepal Golf Association Vinode SJB Rana gave away prizes to the winners.


Korean envoy hands over golf kits


KATHMANDU: South Korean Ambassador to Nepal Hong Sung Mog on Saturday handed over 20 sets of golf kits worth $30,000 to the Nepal Golf Association (NGA) for the youth golf development programme in Nepal. NGA President Vinode SJB Rana received the sets. The Asia Pacific Golf Confederation (APGC) and Korean Golf Association (KGA) President Kwang Soo Hur had provided NGA with the assistance through the Korean Embassy. “When the APGC delegation last visited Nepal in July, Hur committed 20 golf sets to the NGA,” said the NGA General Secretary Tashi Ghale. Ghale also informed that NGA have requested the KGA to send a coach to Nepal for the 11th South Asian Games slated for January 29 to February 9 next year in Dhaka. — HNS

Korean assistance to NGA 

KATHMANDU, Nov 14
: South Korean Ambassador to Nepal Hong Sung Mog on Saturday handed over golfing kits worth around $30,000 to Nepal Golf Association. Ambassador Mog gave away the kits on behalf of the the Korean Golf Association. 

He handed the kits to Binod Shamsher Rana, president of the Nepal Golf Association, in a function organized to mark the 44th anniversary of the oldest golf club of Nepal, the Royal Nepal Golf Club.

[국제회의] 소형무기 불법거래 규제를 위한 지역협력 쎄미나 축사 (2009.07.17)

(배경설명) 카트만두에 있는 유엔 지역기구인 UN Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD)의 Kimura 소장이 지역협력 쎄미나를 앞두고 우리 대사관을 찾아와서 한국대사로서 축사를 해달라고 부탁하였다. 한국이 중요한 지원국이기 떄문이다. 이에 외교부 본부로부터 초안을 받아서 이를 약간 손질하여 아래와 같이 축사를 하였다.

at the UN Regional Seminar:

Enhancing International and Regional Cooperation
 to Prevent, Combat and Eradicate Illicit Brokering in Small Arms & Light Weapons
 in South and Central Asia

 Kathmandu, Nepal

Honorable Foreign Secretary of Nepal Mr. Gyan Chandra Acharya, and Distinguished Participants,

It is heartening to see a wide spectrum of experts from South and Central Asian region have gathered here to tackle the grave problems associated with illicit brokering in small arms and light weapons. I wish to express my appreciation to Mr. Kimura and his team of the UN Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) for their excellent preparations for this seminar.

The world’s attention for arms control has more often been directed toward the weapons of mass destruction. However, small arms and light weapons are causing no less serious consequences, claiming over 500,000 lives every year.

It is appalling that an AK-47, one of the most common guns in the world, can be purchased on the street of some countries at about US$ 10. Consequently, small arms are easy weapons of choice for terrorists, insurgents, and criminals.

Illicit small arms not only undermine security and stability in conflict-prone and post-conflict regions. They also pose an imminent threat to our daily lives. Additionally, illicit small arms often divert scarce resources from poverty alleviation and other development programs, and prolong and intensify inhumane living conditions.

With the adoption of the ‘UN Programme of Action (PoA)’ in 2001 and the ‘International Tracing Instrument (ITI)’ in 2005, the United Nations has taken pioneering steps forward in addressing the problems associated with illicit small arms and light weapons.

It is time to strengthen our efforts to achieve the goals set by the UN PoA and the ITI through faithful implementation.

Considering that illicit brokering is the major cause of the spread of illicit small arms, the prevention of those brokering activities is vital for the resolution of problems associated with small arms.

Given the cross-border nature of brokering activities, the importance of international cooperation cannot be overemphasized. In this regard, this seminar offers a valuable and timely opportunity to promote regional cooperation on this issue.

Before concluding, please allow me to touch upon the activities on the Republic of Korea regarding the issue of illicit brokering. At the 63rd UN General Assembly of last year, the Korean Government, together with the Australian Government, introduced a resolution titled ‘Preventing and Combating Illicit Brokering Activities’. The resolution was co-sponsored by 61 Member States and adopted by consensus.

The Korean Government has also hosted international workshops aimed at preventing the illicit transfer of weapons and small arms, including a ‘UN Regional Workshop on International Tracing Instrument (ITI)’ last year and an ’International Seminar on Brokering’ in the previous year.

The Korean Government will continue to play an active role in the global efforts to prevent and combat illicit brokering and proliferation of small arms and light weapons.

If it is the frameworks and systems for international cooperation that can lead to action on global issues, it is us, delegates of sovereign countries and international organizations that give life to those frameworks and systems. Let our personal interactions prove their importance as the key to international cooperation in the sphere we are responsible.

I wish this seminar will prove instrumental in the global efforts to address uncontrolled spread of small arms, especially in South and Central Asia. For its success, this forum counts on your wisdom and dedication.
